Meeting Minutes
The regular monthly meeting was called to order by Chairman, Patrick Colgrove. Tom Riemer, Traci Beiersdorff, Laura Martinsen and Bill Pearce were present. There were 0 people in public attendance.
- The September 2025 meeting minutes were presented, and a motion was made by Bill Pearce, seconded by Pat Colgrove to approve them as written. All in favor, motion carried.
- The September 2025 Treasurer’s report was presented, and a motion was made by Tom Riemer and seconded by Pat Colgrove to approve the report as presented. All in favor, motion carried.
Comments by Clerk/Board – Chairman identified that he changed the furnace filters and looked at the propane tank is currently at 25%. Town Treasurer will be in contact with Midland Services staff about this issue. Town Clerk noted that they have not received a proposed propane contract yet from Midland Services, but it is usually around this time of the year.
Chairman identified that he attended last month an organizational meeting that was held in Mellen. These meetings are put on by the Wisconsin Towns Association to allow for increased collaboration amongst local municipalities and their district representatives. The meetings were in Bayfield County and was a conjoined effort between Ashland and Bayfield Counties. Ashland County has decided to make their own meetings to be held in Mellen, as it is close to the central part of the county. The exact frequency of the meetings is yet to be determined; the next meeting will be held on January 29, 2025, at 6:00 pm.
Supervisor Bill Pearce confirmed that he was able to help fix the pothole that was on Pearce Road.
Town Treasurer received an email from a company that recycles electronics inquiring if the town is interested in participating. Chairman will reach out to company to determine more of the specifics [i.e. storing of the electronics until pickup, frequency of pickup, etc.] and bring more information to the board at a future meeting.
Building/Driveway Permits: Reviewed building permit submitted to the board. A motion was made by Pat Colgrove to approve the building permit for McKenzie Pearce. Motion was seconded by Tom Riemer to approve. Bill Pearce abstained from voting.
OLD BUSINESS:
- Road Maintenance:
- ABC/Wakefield Road Repair: Chairman noted that the project has been completed. Town Clerk had prepared an invoice that was sent over to McCabe Construction. McCabe Construction has issued a check to the township for repair of the roads. Town Clerk has in prepared checks to pay vendors and agencies who provided work on the road.
- Patching on Old Airport and Holmes culvert: Chairman noted that this project has also been completed.
- Beaser LRIP-S Project: Chairman provided to the board invoices from Northwoods Paving showing what is still needing to be paid for the project. Discussion whether the town should obtain a loan from Northern State Bank to fund the remainder of the project which would have an interest rate of about 5.5%. Chairman noted that the estimate that was approved from Wisconsin DOT was roughly $415,625.00. Chairman also reviewed the amount that Northwoods Paving had bid on the project and that the total amount for the project came in higher. Chairman also shed light on the wedging project that was completed but not a part of the LRIP project. A motion was made by Tom Riemer to pay $86,115.25 out of the general fund to Northwoods Paving for wedging project. Motion was seconded by Bill Pearce to approve. All in favor, motion carried. Chairman also provided numbers on what the town can expect to have reimbursed [70% of total cost of project] once the project items have been submitted to WI DOT. A motion was made by Bill Pearce to go to Northern State Bank to obtain a loan for $155,535.05. Motion was seconded by Tom Riemer. All in favor, motion carried. Chairman will follow up with Blake Ellefson at Northern State Bank to sign paperwork needed.
- WISLR Report: Chairman verified that he was able to get the WISLR report completed and submitted online.
NEW BUSINESS:
- 2026 LRIP Projects: Chairman attended a Citrix meeting on Monday this week. With the LRIP project, Ashland County receives funding every two years, from the State of Wisconsin. The County then provides ratings for each of the townships. The Town of Gingles is ranked # 12 and if other townships do not elect to take any funds, some of the unused funds may trickle down to the township. The grant is 50/50 where the town would be reimbursed 50% of the project completed. Excel spreadsheet created by Emmer Shields was reviewed.
- Budget Preparation Discussion: Chairman provided to the board a document that outlines road projects that have been completed [and when] along with potential projects to look at in 2026. The document will help to serve as a guide during budget preparation and meeting next month.
- Request for NORVADO for Telephone Cable Installation through the Town of Gingles in 2026: Chairman summarized and provided insight on the installation project expected to be completed in 2026. A motion was made by Tom Riemer to approve the Norvado agreement for cable installation. Motion was seconded by Bill Pearce to approve. All in favor, motion carried. Chairman will send the signed agreement back to Norvado.

-The budget meeting will be held on Wednesday, November 12, 2025, at 7:00 pm with the regular board meeting to follow immediately afterwards.
