Meeting Minutes

The regular monthly meeting was called to order by Chairman, Patrick Colgrove. Tom Riemer, Traci Beiersdorff, Laura Martinsen and Bill Pearce were present. There were 3 people in public attendance.

  • The October 2025 meeting minutes were presented, and a motion was made by Bill Pearce, seconded by Tom Riemer to approve them as written. All in favor, motion carried.
  • The October 2025 Treasurer’s report was presented, and a motion was made by Pat Colgrove and seconded by Tom Riemer to approve the report as presented. All in favor, motion carried.

Comments by Clerk/Board – Town Clerk provided to the board a quote from Midland Services for the proposed propane contract. A motion was made by Bill Pearce to approve the proposed propane contract from Midland Services. Motion was seconded by Tom Riemer to approve. All in favor, motion carried. Town Clerk will provide copy of signed contract to Midland Services.

Town Clerk identified that they had received a letter from Wisconsin Department of Revenue stating that the town was out of compliance with state statutes stating that major classes of property must be assessed within 10% of full value. Town’s Assessor, North Wisconsin Assessment Services, had informed town board, at the Board of Review Meeting, this letter was going to be coming and is a challenge across the state. North Wisconsin Assessment Services will be conducting an Interim Market Update [vs. a full re-evaluation] in 2026 for the Town of Gingles. Town Clerk will put a notice out to town residents in the newsletter going out with tax bills.

Chairman identified that he had sent an email to COM2 Recycling Solutions LLC with questions about their electronic recycling business and what that would look like for the township, should they move forward with this. No decision made and more information to come at future meetings.

Building/Driveway Permits: A motion was made by Pat Colgrove to approve a building permit for Kelly Case, seconded by Bill Pearce to approve. All in favor, motion carried. A motion was made by Pat Colgrove to approve a building permit for Dale Vaillancourt, seconded by Bill Pearce to approve. All in favor, motion carried.

A motion was made by Pat Colgrove to amend the agenda to move up School Board presentation by Amanda Tutor to after building permit discussion. Motion was seconded by Bill Pearce to approve. All in favor, motion carried.

School Board Member Amanda Tutor Presentation: Amanda Tutor was present, on behalf of  the School District of Ashland school board, to provide updates and progress on how things are going [at the district] since the referendum passed. Amanda Tutor identified that the board members will continue to meet with local municipalities, periodically, to provide district updates.

OLD BUSINESS:

  • Roads
  • Authorization for Beaser LRIP Final Payment: Chairman identified that he, Town Clerk and Town Treasurer met with Vice President of Northern State Bank last week to sign loan paperwork for final payment needed for Beaser Rd. project. Chairman outlined specifics of loan. A motion was made by Tom Riemer to approve a final payment, to Northwoods Paving, for $177,535.05 for LRIP Beaser Rd. project. Motion was seconded by Bill Pearce to approve. All in favor, motion carried. Town Clerk and Town Chairman will work on getting all items needed to submit to Emmer Shields with Ashland County Highway Department. Emmer Shields will in turn submit all items to Wisconsin Department of Transportation for town to get reimbursed 70% of the total costs for LRIP Beaser Rd. project.
  • Fall Road Patching Needs: Chairman provided updates on roads that have had patching completed this fall; only a few more roads to finish.
  • 2026 LRIP Application Process Old Airport Road Design Standard Discussion: Dave O’Donahue, Engineer, was present at the meeting and outlined different options he helped Town Chairman put together for Old Airport Rd. repairs. Chairman also provided insight on Emmer Shields recommendations on what is needed. On Old Airport Road, there are 9 culverts and 7 of which are needing to be replaced. Chairman also informed board that he has reached out to Northwest Region Railroad Coordinator, with WI DOT, to see if the railroad crossing could be removed as it is not in use. A motion was made by Tom Riemer to approve TRID application through LRIP for Old Airport Rd. project with 22’ pavement. Motion was seconded by Bill Pearce to approve. All in favor, motion carried. Chairman will provide completed application materials to Emmer Shields. Township will be notified most likely next March if their TRID application was approved or not.

NEW BUSINESS:

  • Adopt 2026 Budget and Tax Levy: A motion was made by Bill Pearce to approve the 2026 Proposed Budget and Tax Levy. Motion was seconded by Tom Riemer to approve. All in favor, motion carried.
  • 2026 Projects: Chairman reviewed 2026 road projects that need to be completed including usual maintenance, snow plowing, patching, etc. Discussion also regarding Line 5 road use agreement and changes Enbridge has made with their hauling routes as they are now storing materials in Superior.
  • Public Comment: None
  • Operators/Liquor licenses- None

-The next monthly board meeting will be Wednesday, December 10, 2025, at 7:00 pm.

-The bills were submitted and authorized to be paid by Board signature.
