Town of Gingles June 14, 2023 Meeting Minutes
The regular monthly meeting was called to order by Chairman, Patrick Colgrove. Tom Riemer, Laura Martinsen and Traci Beiersdorff were present. Bill Pearce was absent. There were zero people in public attendance.
- The May 2023 minutes were presented and a motion was made by Pat Colgrove, seconded by Tom Riemer to approve them as written. All in favor, motion carried.
- The May 2023 treasurer’s report was presented and a motion was made by Tom Riemer and seconded by Tom Rimer to approve the report as presented. All in favor, motion carried.
Comments by Clerk/Board –A motion was made by Pat Colgrove to amend the agenda to include reviewing liquor licenses submitted to the Town for annual renewal. Motion was seconded by Tom Riemer to approve. All in favor, motion carried.
Town Clerk identified that one of the liquor license holders in the Town inquired if they were allowed to sell remaining liquor at the end of an event to individuals attending. Town Clerk spoke to Wisconsin Towns Association and was informed that it would be allowed if an ordinance is passed in the town. Town of Gingles does not have any ordinance outlining this. Town Clerk encouraged to speak to County Clerk to see if they have any such ordinance.
Old Business:
Dust Control: Pat contacted Wausau and 4 orders were placed; about to get about 2 ¼ miles out of it.
American Rescue Plan Project Discussion – Tom will take over to be in charge of this and work on getting estimates together [I.e. approximate manpower needed, concrete, etc.] and work with C&S Design to work on the final details. Will submit an application for funding to Enbridge.
Gravel Road Project: Discussion about how many loads are left to do; approximately 9 more loads on Holmes Road, 4-5 loads on East Pearce Road and a few on South Griffiths Road. Northern National Gas is close to being done and hoping to get about 5-6 more loads which will bring it to 800 tons.
New Business:
Roads
- Motion to transfer money for gravel payment: A motion was made by Tom to transfer $30,682.28 from the ARPA money market account into the general fund to pay for gravel bill. Motion was seconded by Pat to approve. All in favor, motion carried.
Discussion on Beaugard, Stones and Fletcher Roads: Pat identified he is scheduled to meet tomorrow with Katie Deloney, Bad River Tribal Roads Manager regarding possible jurisdiction change of those roads. Discussion that currently the Town receives about $8,000-$9,000 a year in GTA funds. If jurisdiction were to change, would still need to keep the roads as public to ensure access.
Sealing Coating & Asphalt: Discussion regarding possible roads in town that would be looked at for chip sealing both this year and in the future. A motion was made by Pat Colgrove to send a proposal out for chip seal on Hegstrom Road; from U.S. Hwy 13 to Beaser Road [approximate cost $39,000]. Motion was seconded by Tom to approve. All in favor, motion carried.
Town Debit Card Policy: A motion was made by Pat to approve the Town of Gingles Debit Card policy, seconded by Tom to approve. All in favor, motion carried. A motion was made by Bill to allow Town Clerk to secure a debit card for the Town of Gingles account, seconded by Tom to approve. All in favor, motion carried.
Transfer of Funds to Money Market Account: A motion was made by Pat to transfer $50,000 from the general fund to money market account, seconded by Tom to approve. All in favor, motion carried.
Annual Liquor Licenses [Renewals]: A motion was made by Pat to approve all liquor licenses and annual application renewals submitted to the Board. Motion was seconded by Tom to approve. All in favor, motion carried.

Building/Driveway Permits: None
-The next regular monthly meeting was scheduled for July 12, 2023 at 7:00 p.m.
