Meeting Minutes
The regular monthly meeting was called to order by Chairman, Patrick Colgrove. Tom Riemer, Traci Beiersdorff, Laura Martinsen and Bill Pearce were present. There were 0 people in public attendance.
- The November 2025 meeting minutes were presented, and a motion was made by Pat Colgrove, seconded by Bill Pearce to approve them as written. All in favor, motion carried.
- The November 2025 Treasurer’s report was presented, and a motion was made by Tom Riemer and seconded by Bill Pearce approve the report as presented. All in favor, motion carried.

OLD BUSINESS:
- Roads
- Old Airport LRIP Application Update: Town Chairman provided update that he has spoken with John Butler and WISLR staff at Wisconsin DOT about the Old Airport LRIP application that was voted on in November’s meeting. The challenge is that Old Airport Road is split 50/50 between the Town of Gingles and City of Ashland; ownership cannot be changed to be all in the township. Chairman identified that Dave O’Donahue put together two new proposals for the road project [knowing that the road is split 50/50]. Two proposals were provided and discussed amongst board members. Chairman noted that he did attend Ashland County citrix meeting to review other projects as well in the County. Town of Gingles Old Airport Road project was rated higher than the other projects. A motion was made by Bill Pearce to rescind last month’s TRID application through LRIP. Motion was seconded by Tom Riemer to approve. All in favor, motion carried. Tom Riemer made a motion to proceed with TRID application for 1 ¼ mile project on Old Airport Road at 22 ft. road surface. Motion was seconded by Bill Pearce to approve. All in favor, motion carried. Town Chairman will provide the new application and materials to Emmer Shields.

- Electronic Recycling Discussion: Chairman provided updates that he has been in contact with Annie with COM2 Recycling Solutions, LLC to get some of his additional questions answered [i.e. what items are accepted vs. not allowed, frequency of pick-ups, etc.]. Chairman also noted that he has spoken with township recycling attendant and the hours for electronic collection would be the same time as regular recycling hours and would be only for township residents. A motion was made by Tom Riemer to pursue electronic recycling with COM2 Recycling Wisconsin. Motion was seconded by Pat Colgrove to approve. All in favor, motion carried. Set up will be sometime next spring.
- Application for Reimbursement for Beaser Road Project: Chairman identified that he worked with Town Clerk to collect all necessary items for Beaser Road project reimbursement. Items were provided to Emmer Shields who in turned submitted them to Wisconsin DOT for reimbursement on behalf of the township.
NEW BUSINESS:
- Old Airport Road Plowing Request: Chairman identified that he had received a request from a town resident to have the end of Old Airport Road plowed as they have hunting property located back there. Chairman has spoken with the county worker plowing and instructed to have the snow pushed to the side, if possible.
- Approval of Poll Workers: Town Clerk provided to the board a list of election worker nominees and this was reviewed by the board. Town Clerk also provided insight that they have been in contact with the Wisconsin Towns Association to discuss specifics if poll workers live outside of the municipality. To be a poll worker, one must be a qualified elector of the county in which the municipality is located. However, chief inspectors need to reside in the municipality in which the election is located. A motion was made by Pat Colgrove to approve the list of the following workers for 2025-2027 election cycle: Thomas Marincel, Brett Martinsen, Judith Griffiths, Jesse Bolka, Shelia Korpela, Katherine Colgrove and Shannon Thomas. Moton was seconded by Tom Riemer to approve. All in favor, motion carried.
- Operators/Liquor licenses- None
- -The next monthly board meeting will be Wednesday, January 14, 2026, at 7:00 pm.
-The bills were submitted and authorized to be paid by Board signature.
